Applying the ImageValue 20P Series Scanner to Support High-Performance Evaluation Systems
From planning to scoring, Korean company KICE manages and operates the College
Scholastic Ability Test (CSAT), periodic mock exams, and teacher certification exams.
Primagest contributes to evaluation systems that generate objective test results by accurately and
rapidly processing answer sheets for the College Scholastic Ability Test and various other tests to
ensure reliable and valid results measurement.
The ImageValue 20P Series, a scanner that boasts the world's highest speed and resolution with its
proprietary technology, is now being used in conjunction with consulting services and highly skilled
maintenance support by Primagest's Korean partner, Hantle System Co, Ltd. to support this
high-performance evaluation system.
Situation Before Introduction: Challenges in the Business
Invested a large amount of time and manpower to grade more than 30 million
answer sheets per year
KICE manages and administers the college proficiency tests taken by more than 500,000
students each year, as well as regularly scheduled mock exams and teacher certification
exams, from planning to scoring. KICE also conducts basic research and development of
school curricula, develops and certifies educational books, and provides teaching and
learning support projects to promote effective teaching and learning activities in
elementary, middle, and high school classrooms. KICE also develops appropriate medium-
and long-term programs in international cooperation to promote the value of mutual
growth in the international arena by providing national evaluations of education and
networking with international organizations such as the OECD, the United Nations
Educational, Scientific, and Cultural Organization (UNESCO), the World Bank, and the
Asian Development Bank (ADB).
As the leading scoring organization in the Republic of Korea, KICE invested a great deal
of time and manpower in scoring more than 30 million answer sheets annually.
According to the characteristics of the grading work, it is very important to scan answer
sheets quickly and accurately, because accurate grading results must be provided to
students quickly within a limited period of time. With this in mind, the company was
considering installing scanner equipment to improve speed, stability, and efficiency.
Effects of Introduction
Concerns Before Implementation
No concerns materialized,
and the system contributes greatly to the speed and
accuracy of scoring
Prior to the introduction of the new system, there were concerns about whether the new
grading environment could be operated stably due to frequent breakdowns of scanner
equipment, poor scan results, poor quality, and poor technical support. However, none of
these concerns have materialized, and the system has been operating stably to date. The
introduction of the high-speed scanner ImageValue 20P Series has made it possible to
quickly scan answer sheets and establish an efficient grading system, contributing
greatly to the speed and accuracy of the grading process.

It was determined that processing answer sheets with a small number of high-speed
scanners would increase the speed, accuracy, and efficiency of grading
So what kind of scanner equipment is best suited for KICE?
We decided to install
Primagest's ImageValue 20P Series scanners because we believed that processing answer
sheets with a small number of high-speed scanners, rather than a large number of slow
scanners, would increase the speed, accuracy, and efficiency of grading. We installed
two IV500s in 2011, and two additional IV600s in 2016, for a total of four scanners in
operation.

The scanner equipment was introduced based on a comprehensive evaluation of
its speed, scanned image quality, level of technical support, and
installation price. From these points of view, we judged the ImageValue 20P
Series to be superior in terms of answer sheet scanning speed, equipment
stability, and various types of technical support. We also recognize the
support provided by engineers from the developer Primagest's headquarters
during the early stages of implementation as an excellent advantage in
providing an operating environment optimized for KICE's situation.

More Extensive, Accurate, and Flexible Use
We desire the information and skills to be able to use the latest technology and
respond quickly to the latest technological developments
Since KICE recognizes the notational information of the image using its own (Korean
partner company's) recognition engine after the answer sheet is scanned, we hope that
the scanned images can be optimized for KICE's environment so that the recognition
information is more accurate. We would also like to receive information and technology
so that we can use the latest technology to quickly respond to changes in PC management
systems and other technological developments in the IT environment.
Since its establishment in 1998, KICE has played a central role in Korea's educational
development, from curricula, assessment, and teaching and learning research to the
development of national examinations. In response to the growing demand for fostering
creative convergence talents, it has promoted the strengthening of primary and secondary
education, improvement and restructuring of the College Scholastic Aptitude Test (CSAT)
system, introduction of an innovative educational evaluation system, and enhancement of
teaching and learning support through personalized teaching methods.
